Here are the particulars:

Shoulder-harnessed nuclear firepower, arachnid legs, octopus tentacles and a skull for a head, complete with elephant ears and a clown nose (but of course).

Look out!

Fwoosh!

The malevolent pumpkin-headed fellow (I'll call him Gourdy) drops on an unsuspecting victim! Although, looking at it again, perhaps he's being blown upward by the westerly wind.

His sleeves would suggest the latter.
